With the arrival of the abundant autumn season, we extend our deepest gratitude to all of you who dedicate yourselves to the advancement of information security in Korea and to building a safe digital environment. We sincerely invite you to honor us with your presence at the "Workshop on Information Security Education and Governance 2026," to be held on September 18, 2026, and to share in this meaningful occasion together.
Under the theme "Security Governance and Skill-up Strategies in the Era of AI Transformation," this workshop has been organized to explore in depth the new security governance frameworks required in an environment where—beyond generative AI—Agentic AI and Physical AI are spreading in earnest, along with strategies for cultivating the next generation of information security talent. As AI agents that autonomously judge and act, robots and Cyber-Physical Systems (CPS), and digital-twin-based operating environments rapidly expand, organizations are being called upon to move beyond existing security frameworks toward new response strategies that integrate policy, technology, operations, and ethics.
This workshop addresses organizational security governance strategies for the AI era and directions for AI-based security risk management, centering on Agentic AI–based automation services and threat-intelligence utilization frameworks based on CTI-AX (Cyber Threat Intelligence-Augmented eXperience). Alongside response strategies for data leakage, supply-chain attacks, AI model misuse, and threats linked to physical systems that may arise while adopting generative and autonomous AI services, the program will also discuss human-AI collaborative control frameworks (Human-in-the-Loop), AI auditing, and trends in international AI regulation and governance frameworks.
The workshop will also introduce the evolution of next-generation Cyber Ranges and online self-directed education and training environments that are being transformed by AI technologies. Through cases of AI-based integrated cyber-range training platforms, it will share the development directions of next-generation education and training technologies—such as automated attack/defense scenario generation, real-time learning analytics, digital-twin-based practice, and remote collaborative training environments. Various strategies and operational experiences for building AI-collaborative, practice-oriented education systems and cultivating self-directed security talent will also be discussed.
In addition, based on real cases from public institutions and quasi-governmental agencies, the workshop will examine strategies for raising the overall security level of organizations as well as directions for global cooperation. Through analyses of information-security management assessment results, vulnerability-improvement strategies, and cases of security capacity-building based on international development cooperation, it will share directions for establishing integrated security strategies at the organizational and policy levels—beyond technology-centered responses.
The current status and future strategies for the skill-up of information security personnel will also be a key focus. Centering on the education/training policies and operational cases of major institutions such as KISA, KISIA, CSTEC, and the Information Security Gifted Education Institute, the program will comprehensively survey the current state of domestic information-security talent cultivation and its future directions, followed by discussions on practice-oriented talent-development strategies and national-level capacity-building measures to respond to changes in the AI-based security environment.
Furthermore, through presentations by the award winners of the "ATHENA 2026 Information Security Education·Training Cyber Attack·Defense Scenario Competition," participants will share creative attack/defense scenario design experiences and AI-based practical training cases. Through the latest education/training models utilizing generative AI, the metaverse, and XR technologies, together with year-over-year comparative analyses, it will be a meaningful time to survey the changes and development directions of Korea's information-security education and training ecosystem.
In the era of AI transformation, this workshop will be a valuable occasion to share practical strategies and experiences for responding to the changing security environment and education/training paradigm, and to expand cooperation and exchange among information-security professionals across industry, academia, research, and government. We hope you will join us despite your busy schedules, making it a meaningful time to share insights and wisdom on the future direction of information security.

(Keynote Speech) Security Governance Strategies for the Era of Agent-Based and Physical AI
This session addresses the new directions for security governance required as environments spread beyond generative AI to Agentic AI—which autonomously judges and acts—and Physical AI, which directly controls real-world devices, robots, and sensors. It analyzes the security threats and risk factors that may arise in AI agent–based automation services, robots and Cyber-Physical Systems (CPS), digital twins, and autonomous operating environments, and presents response strategies that integrate an organization's policy, technology, operations, and ethics frameworks. It also introduces practical application measures centered on AI decision-making control, data-reliability verification, AI behavior auditing, human-AI collaborative control frameworks (Human-in-the-Loop), security for supply-chain and cloud-based AI services, and trends in international regulation and AI governance frameworks. It shares directions for building security governance and phased response strategies through which public institutions and private enterprises can secure stability and reliability during their transition to AI-based work environments.
Security Governance Strategies for the Era of Agent-Based and Physical AI
This session is organized around the changing organizational security environment and response strategies driven by the spread of Agentic AI—capable of autonomous decision-making and action—and Physical AI, which connects directly to the physical environment. It introduces approaches for automating organizational security operations and advancing decision-making frameworks using AI agents, as well as intelligent threat-intelligence utilization frameworks based on CTI-AX (Cyber Threat Intelligence-Augmented eXperience) and AI-collaborative security governance models. It also analyzes risk factors such as data leakage, AI model misuse, supply-chain attacks, and threats linked to physical systems that may arise while adopting generative and autonomous AI services, and presents an AI-based security risk-management framework and integrated response strategies from the policy, technology, and operations perspectives. It shares practical governance-building directions—including security controls, risk assessment, audit frameworks, and human-AI collaborative decision-making structures—to respond to the expanding use of AI within organizations.
Current Status and Strategy of the AI Transformation (AX) of Cyber Ranges for Online Self-directed Education and Training
This session centers on the development directions of next-generation Cyber Ranges being transformed by AI technologies and of online self-directed security education/training frameworks. It introduces an AI-collaborative security-training environment—featuring automated attack/defense scenario generation, real-time training analytics, and learner-tailored feedback—through "ShieldOn," an AI-based integrated cyber-range security-training platform. It also shares training models and operational strategies focused on adversarial exercises and incident response similar to real attack environments, based on the practical cyber offense/defense training solution "PLOT ARENA." Through the case of "Metademy," which leverages AI, metaverse, and XR (extended reality) technologies, it covers the application of next-generation training technologies such as immersive virtual-training environments, digital-twin-based practice, and remote collaborative cyber-training platforms. It shares cyber-range building strategies and technology-application cases for cultivating self-directed, practice-oriented talent as organizations and educational institutions respond to the AI-transformation (AX) era.
AI-based Security Governance Policies and Strategies of Advanced Countries
This session examines the AI-based security governance policies and national-level promotion strategies of major advanced countries such as the United States, the United Kingdom, and Australia, and is designed to share the new security frameworks and policy directions required in the AI era. Officials from each country's embassy in Korea participate directly to introduce cybersecurity policies driven by the expanding use of AI, national AI strategies, critical-information protection policies, measures for ensuring AI safety and reliability, and public-sector AI adoption policies. It also shares legal/institutional reforms to respond to advances in AI technology, international standardization trends, and cases of building inter-country cooperation frameworks, together with success stories and key implications of AI-based security governance. Participants will gain an opportunity to explore directions for advancing domestic security governance and expanding international cooperation through the policy-implementation experiences of advanced nations.
Current Status and Plans for Information Security Personnel Skill-up of Major Domestic Institutions
This is an important occasion to share the efforts that major institutions responsible for cultivating domestic information-security personnel are currently making and the plans they hold for the future. It examines in detail the current status of information-security education and training programs conducted in accordance with the characteristics and roles of each education/training institution. Through this session, participants can explore diverse educational opportunities, understand the ideal talent profile and development goals each institution pursues, and ultimately seek ways to create synergy and cooperation among institutions to strengthen Korea's information-security capabilities.
Information Security Education·Training Cyber Attack·Defense Scenario Competition (ATHENA 2026)
This is a special session designed to share the attack/defense scenarios and practical training ideas devised directly by next-generation cybersecurity talent, and to discuss the latest technology-application cases and development directions in the education/training field. In this session, three ATHENA 2026 award winners present their motivations for participating, their problem-solving processes, their attack/defense scenario design ideas, and their technology implementation and realization processes, introducing creative cybersecurity training models applicable to real education/training environments. It also shares practice-oriented education/training cases and future development plans that leverage the latest technologies, such as generative AI, automated attack scenarios, virtualization-based training environments, and metaverse and XR technology integration. Based on year-over-year comparative analysis, it comprehensively analyzes changes in participation level, technology utilization, scenario completeness, the proportion of AI use, and practical relevance, surveying the changes and development directions of Korea's information-security education and training ecosystem.
